New Zealand’s education system works at three distinct stages – early childhood education (ECE), schooling and tertiary education. Education is mandatory between six and 16 years.
ECE
A national curriculum, which is appreciated all over the world, is followed for ‘Early childhood education’ (ECE). This stage is for students under the age of 5. Quality of teaching and teachers is maintained at highest of standards. ECE is mostly free as it is heavily funded by the NZ govt., but not owned or administered. A uniform national curriculum is implemented, though the boards of trustees which manage these institutions are elected through a vote. The Ministry of Education has an important role in education right from the birth to his later years. Both English and Maori are used as medium of instruction.
School
The school means a cycle of 13 Year levels. A national curriculum is compulsorily implemented for Years 1 to 10. The medium of Instruction is both English and Maori.
School is compulsory and free for the students. Standards of schooling are of leading global standards. They use latest ICT and innovative approaches in learning.
Primary School education looks to build a strong academic base in literacy and numeracy. It includes Year 1 to Year 8. Year 7 and Year 8 can be offered at a primary school or a separate intermediate school.
Years 9 to 13 are secondary years. Schooling in this period is characterized by outstanding subject based learning and robust professional career counseling.

Tertiary Education
NZ have a globally recognized tertiary educational structure. It includes:
• eight universities
• 20 state owned ITPs for vocational education
• three wänanga for Maori context education
• 40 Industry Training Organisations (ITOs).
Also, 11 Government Training Establishments (GTEs) for education and training of govt. employees. Examples are The New Zealand Police and the New Zealand Army. And an additional 700 and 800 registered Private Training Establishments (PTEs) for the same purpose that is training of the work force.
Govt. Agencies
The Ministry of Education provides leadership, analysis, planning, funding and implementation.
The Tertiary Education Commission manages the tertiary education sector. It covers every possible mode of higher education be it full-time academic study, on- job and work-related training or research and development, foundation education, distance education or part-time study.
Education Review Office is an independent body of Ministry of Education, which primarily performs quality assurance duties and release public reports of the same.
New Zealand Qualifications Authority (NZQA) registers private education providers and recommends the approval of Government Training Establishments (GTEs) to the Minister of Education. It accredits and audits educational institutions. Institutes of Technology and Polytechnics Quality (ITPQ) has been delegated the responsibility of approval and accreditation of ITP courses up to bachelor’s degree level by NZQA only.
The New Zealand Vice Chancellors’ Committee (NZVCC) provides quality assurance for university qualifications. The two agencies it employs for the purpose are Committee on University Academic Programmes (CUAP), and the independent New Zealand Universities Academic Audit Unit (NZUAAU).
NZVCC and NZQA use the same yardsticks for the approval and accreditation of qualifications.
Quality Assurance Body (QAB) decides on which tertiary educational institutions need government financial assistance after assuring the quality of the qualification providers.
